An error was identified in the guidance document and has been corrected as follows (page 8):
Per the requirements of the Nebraska Reading Improvement Act, a universal screener is administered to all students in grades K-3 three times during the academic year. The first administration for kindergarten students must occur within the first forty-five calendar days that school is in session each year, and for all other grades within the first thirty calendar days that school is in session each year.

This guidance document is advisory in nature but is binding on an agency until amended by such agency. A guidance document does not include internal procedural documents that only affect the internal operations of the agency and does not impose additional requirements or penalties on regulated parties or include confidential information or rules and regulations made in accordance with the Administrative Procedure Act.
