New ADVISER Validation – Student Enrollment – Error #769 – Option In Students With Less Than 100 FTE

Public & Special Purpose Schools Only

This notification is intended to inform districts of new errors that are displayed on the Adviser Validation webpage, if the error is applicable.

Error 769 – Enrollment Option students can only be optioned in for 100 FTE, they cannot be optioned part-time. Check to make sure the residence status is correct or make a correction to the FTE.

Identification of English Learners During Remote Instruction

The U.S. Department of Education recognizes that extended school closures have made it difficult for states to implement their statewide, standardized entrance procedures and has allowed SEAs to issue temporary guidance to assist districts in identifying English Learners as quickly as possible in order to begin providing services for those students. This temporary guidance for Nebraska districts is in effect from the period when school closures began during the 2019-2020 school year and extends to the point at which in-person instruction resumes, but is not to exceed beyond December 31, 2020.

Temporary Change from Regular Procedures

Potential English Learners (ELs) who enroll in Nebraska districts may be identified as presumptive ELs based on a home language survey with appropriate follow up. This follow up may include, among other things, discussion with parents and/or students (as appropriate) in order to provide needed language services, if the alternative is failing to provide any English language services to students in need of them.

District Responsibilities

  1. Maintain records to indicate which students have been identified as presumptive ELs.
  2. Formal identification, once in-person instruction resumes, will need to take place according to the following timeline:
    • Districts who return to in-person instruction and can administer a screener instrument (either the ELPA21 Dynamic Screener or a screener which meets the requirements of Rule 15) by December 31, 2020 shall administer a screener to each student presumptively identified as an EL to confirm or rescind the presumptive identification of these students. Correct district SIS records as needed.

2020-2021 ADVISER Data Elements

Public Schools, Special Purpose Schools and ESU’s

A revised 2020-2021 ADVISER Data Elements is now available on the ADVISER Resources website here. Updates include a revised Student Indicator (Internet Access in Residence) and updates to a select few Special Education Setting codes.

New ADVISER Validation – Student Enrollment – Error #770 – Program Begin Date Prior to Student Birth Date

This notification is intended to inform districts of new errors that could be displayed on the Adviser Validation webpage if they have the error(s).

Error 770 – Program begin date cannot be prior to students birth date.  Correct program begin date or verify student birth date is reported correctly.

Nebraska Education Profile (NEP) Data Element Release Dates

Public Schools Only

Below are the data element release dates for the 2020 Nebraska Education Profile (NEP).  The NEP provides information and data about Nebraska public schools and student performance.  The majority of Nebraska education data for the 2020-2021 school year will be released to the public via the NEP on September 30, 2020. Schools and districts can preview most data elements on September 16, 2020, ahead of the public release, through the NEP Secure collection, located in the NDE Portal under the Data Collections tab.  (An activation code is required.)
