HOMELESS LIAISON TRAINING (REQUIRED)
Homeless Liaison Training
The district homeless liaison training can be found at the NDE Canvas site at https://canvas.education.ne.gov/. Completion of the three-module training meets the ESSA requirement for the district liaison and may be used by the liaison to train others. A certificate will be issued to include in the district’s Title I monitoring documentation which is good for three years. If the Homeless Liaison moves to a different district, the training must be completed again in that new district.
Non-Canvas School District Users with an NDE Learning Network Account: When you choose to enroll in the McKinney-Vento course, you will be asked to log-in or create a new account. If you created an account previously you can log-in by selecting the “Already have an account, Sign in Here” link. Then you will see a dropdown list, you will choose “District not Listed” from the dropdown. Then you can log-in using the same username/email and password you used for the system before. If you have forgotten your password since you last logged in, you can click the “Forgot Password” link in the lower left of the login window. You will receive an email to reset your password.
Non-Canvas School District Users without an Account: When you choose to enroll in the McKinney-Vento course, you will need to give a full name and valid email account. You will also need to click the privacy and robot check boxes. We suggest using a personal email as some school districts firewalls will prevent you from receiving the account confirmation email. Then you will receive an email to confirm your account, inside the email will be a link that will take you to your dashboard where you can begin the course.
When you return to the site and need to log-in you will see a dropdown list to begin the log-in process, you will choose “District not Listed” from the dropdown. Then you can log-in using the same username/email and password you used when you created your account. If you have forgotten your password since you last logged in, you can click the “Forgot Password” link in the lower left of the login window. You will receive an email to reset your password.

Canvas District Users: Schools that currently have a Canvas instance can use their district log-in to gain access to the NDE courses. Choose sign-in from the top right of the window. You will see a dropdown window, choose your district’s name from the dropdown list. Once you choose your district, you will be directed to your districts log-in site. Log-in directly using your districts Canvas username/password (do not click any shortcut buttons to log-in ex: “Login with Google”). Once logged in you can choose to enroll in the McKinney-Vento course.
Updated Chrome or Firefox browser is required. Use of a phone to access this course is not recommended.
McKinney-Vento Homeless Assistance Act
The McKinney-Vento Homeless Assistance Act is the primary piece of federal legislation dealing with the education of children and youth experiencing homelessness. The Act was originally authorized in 1987 and most recently was reauthorized in 2015 as Title VII, Part B of the Every Student Succeeds Act.
The McKinney-Vento Liaison training program is designed to address the problems that homeless children and youth face in enrolling, attending, and succeeding in school. State educational agencies (SEAs) and Local educational agencies (LEAs) must ensure that homeless children and youth have equal access to the same free, appropriate public education, including a public preschool education, as other children and youth. Homeless children and youth should have access to the educational and other services that they need to enable them to meet the same challenging State student academic achievement standards to which all students are held. States and districts are required to review and undertake steps to revise laws, regulations, practices, or policies that may act as a barrier to the enrollment, attendance, or success in school.
Nebraska Numbers
In the 2021-2022 School year Nebraska districts reported over 4,000 children or youth who were experiencing homelessness. Children and youth were reported from every part of the state with a total of 49 districts reporting anywhere from 1 to over 950 children or youth experiencing homelessness sometime during the year. This includes a count of over 300 unaccompanied homeless children or youth. An unaccompanied homeless youth or child is not in the physical custody of a parent or guardian. Most homeless children and youth in Nebraska are in “doubled-up” situations. Doubled-up means sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason.
McKinney-Vento Homeless Assistance Act – Laws and Guidance
The McKinney-Vento Homeless Assistance Act is the only major federal legislation concerning the education of homeless children and youth. It is designed to address the challenges this vulnerable population have faced in enrolling, attending, and succeeding in school. It ensures that homeless children and youth have equal access to the same free, appropriate public education, including a public preschool education, as other children and youth. This legislation ensures that homeless students have access to the educational and related services that they need to enable them to meet the same challenging State academic standards to which all students are held
