The State Board of Education will meet November 30-December 1, 2023, in Lincoln, NE at The Lincoln Marriott Cornhusker Hotel, 333 South 13th Street, Lincoln, NE 68508.

The State Board will have a Work Session on Thursday, November 30 beginning at 2:30 p.m. The State Board Work Session will not be broadcast. 

The State Board will have a Joint Meeting with the Coordinating Commission for Postsecondary Education on Friday, December 1 beginning at 7:30 a.m.  The Joint Meeting will not be broadcast.  The State Board will have a Business Meeting on Friday, December 1 beginning at 9:30 a.m.

The Board may also take a recess for lunch.  The State Board will hear public comment at the Friday, December 1 Business Meeting at or after 1:00 p.m.

The Board will attempt to adhere to the sequence of the published agenda, but reserves the right to adjust the order of items if necessary and may elect to take action on any of the items listed.

PUBLIC COMMENT:  Pursuant to State Board of Education Board Operating Policy 1.06, up to two hours will be allowed for the public comment period.  A majority of members present and voting may take action to extend the total amount of time allowed for the public comment period.  Each person may address the Board for up to five minutes.  A majority of members present and voting may take action to reduce or extend the amount of individual time allotted to all speakers.  If at any time persons appearing before the Board exceed the time limits set forth in the policy, or on the agenda, or become abusive or threatening in language or behavior, it shall be the responsibility of the President to declare that person out of order and to refuse permission to continue to address the Board. 

The Board will be taking public comment both in person and in writing.  In person public comment will take place at the Friday, December 1 meeting at or after 1:00 p.m.  Persons who wish to address the Board in person at the meeting should plan to arrive and sign-in with official NDE representatives.

Members of the public may submit written public comment in lieu of live testimony.

THE DEADLINE FOR WRITTEN PUBLIC COMMENT FOR THE DECEMBER BOARD MEETING HAS PASSED. Written Public Comment for the January 5, 2024 State Board Meeting will open on December 28, 2023. Please check back to this page for instructions on submitting written public comment at that time. 

Except for emergency items added at the times of the meeting, the agenda will not be changed less than 24 hours prior to the start of the meeting and any changes will be immediately posted on the website.

Pursuant to State Board Bylaw 3 – Board Meetings, the Board shall meet regularly at least four times in a calendar year. In January of each year, the Board will meet on the first Thursday and Friday following the first Monday. When the Board meets in other months, the meetings will be held on the first Thursday and Friday of the month or as determined by a majority vote of the Board. The time and place of meetings will be set by the President in consultation with the Commissioner.

The December State Board of Education meetings will take place November 30 and December 1, 2023. Additional meetings dates will be posted on this page.

The State Board of Education acted at the February 3, 2023, meeting to amend the April and December meeting dates from the first Thursday/Friday of the month. The amended dates are reflected above.

 

2022 State Board Agendas

The State Board of Education is an elected, constitutional body that sets policy and ensures that the State Department of Education functions effectively within the framework developed by the state Legislature and the board. By law, the board and the department have broad leadership functions to carry out certain regulatory and service activities.

Statewide oversight of education in Nebraska began in February 1869 when the Legislature created the office of the state superintendent of public instruction. The office was included in the constitution of 1875. In 1917, the Legislature decided to place the state superintendent on a non-partisan basis. In 1920, the constitution was changed to have the superintendent serve a four-year term beginning in 1923.

A 1952 constitutional amendment established a State Department of Education, which acts under the authority of the State Board of Education. The role of state superintendent of public instruction was transferred to the Board of Education or the commissioner of education effective in January 1955.

The 1967 Legislature divided the state into eight districts, and the membership of the State Board of Education was increased from six to eight members effective January 1969. The districts were realigned by the 2021 Legislature.

The board is elected on a non-partisan ballot, with one member from each district. Board members serve four-year terms. Board members are not paid, but are reimbursed for their expenses.
