Is there a statute of limitations on when a Complaint may be filed?

No. A Complaint may be filed at any time for any reason no matter how old the alleged violation. However, the person must have held a valid (unexpired), certificate or permit when the Complaint was filed in order for the Department of Education to have jurisdiction. The more time that has passed since the alleged violation, the greater the difficulty in finding any evidence to substantiate the allegations. In addition, known violations need to be reported in a reasonably timely manner. See also question regarding mandatory reporting.
