Public Meetings language.

Meetings designated as “public meetings” are open to the public subject to the Open Meetings Act (Neb. Rev. Stat. 84-1407 to 84-1414). Members of the public may attend and observe such meetings but may speak only if and when public comment is permitted (see meeting agenda).
