Nebraska Parent Advisory Council (PAC)

Parental involvement is an integral part of all Title I programs, including the MEP.  Research shows that parents play a significant role in the academic achievement of their children.  Therefore, it is important for parents and schools to develop partnerships and build ongoing dialogues to improve student achievement.  Title I supports parental involvement by enlisting individual parents to help their children do well in school.  In order to receive Migrant Education Program (MEP) funds, State Education Agencies (SEAs) and the local operating agencies must implement programs, activities, and procedures that effectively involve migrant parents.  An SEA must: 1) develop its comprehensive State plan in consultation with parents; 2) consult with parent advisory councils (PACs) regarding programs that are one school year in duration; and 3) plan and operate the MEP in a manner that provides for the same parental involvement as is required in section 1118. 

SEAs and local operating agencies (LOAs) must consult with parent advisory councils in planning and operating the MEP if they operate programs of one school year in duration.

Implementation

Section 200.84 of the regulations requires SEAs to determine the effectiveness of the MEP through a written evaluation that measures the implementation and results achieved by the programs against the State’s measurable outcomes and performance targets, particularly for those students who are a priority for services.

Priority for Services (PFS) and At-Risk

Priority for Services This term is described in section 1304(d) of the statute as “migratory children who are failing, or most at risk of failing, to meet the State’s challenging State academic content standards and challenging State student academic achievement standards, and whose education has been interrupted during the regular school year.”

The SEA will give priority to migrant children who: (1) are failing, or most at risk of failing, to meet the state’s challenging academic content and student achievement standards, and 2) whose education has been interrupted during the regular school year.

Priority for Services (PFS) and At-Risk

Instructional and Support Services

Services – “Services” are a subset of all allowable activities that the MEP can provide through its programs and projects.  “Services” are those educational or educationally related activities that: (1) directly benefit a migrant child; (2) address a need of a migrant child consistent with the SEA’s comprehensive needs assessment and service delivery plan; (3) are grounded in scientifically based research or, in the case of support services, are a generally accepted practice; and (4) are designed to enable the program to meet its measurable outcomes and contribute to the achievement of the State’s performance targets.  Activities related to identification and recruitment activities, parental involvement, program evaluation, professional development, or administration of the program are examples of allowable activities that are NOT considered services.  Other examples of an allowable activity that would not be considered a service would be the one-time act of providing instructional packets to a child or family, and handing out leaflets to migrant families on available reading programs as part of an effort to increase the reading skills of migrant children.  Although these are allowable activities, they are not services because they do not meet all of the criteria above.   

Support Services – These MEP-funded services include, but are not limited to, health, nutrition, counseling, and social services for migrant families; necessary educational supplies, and transportation. The one-time act of providing instructional or informational packets to a child or family does not constitute a support service.

Instructional and Support Services

  • Instructional services (e.g., educational activities for preschool-age children and instruction in elementary and secondary schools, such as tutoring before and after school); and

  • Support services (e.g., educationally related activities, such as advocacy for migrant children; health, nutrition, and social services for migrant families; necessary educational supplies; transportation).

Out-of-School Youth (OSY)

Out-of-School – Out-of-school means youth up through age 21 who are entitled to a free public education in the State but are not currently enrolled in a K-12 institution.  This could include students who have dropped out of school prior to the previous school year, youth who are working on a GED outside of a K-12 institution, and youth who are “here-to-work” only.  It does not include preschoolers, who are counted by age grouping, nor does it include temporary absences (e.g., suspension or illness). 

The goal of Strategies, Opportunities, & Services for OSY (SOSOSY) is to design, and disseminate a system to identify and recruit, assess, and develop/deliver services to migrant OSY, provided professional development to support these activities, and institutionalize OSY services into State plans to elevate the quantity and quality of services to this large, underserved population.

Innovative Educational Technologies (InET)

The priority of Innovative Educational Technologies (InET) is to expand access to innovative educational technologies to increase the academic achievement of eligible migrant students whose education is disrupted due to frequent moves across state and international borders to support educational continuity and achievement for eligible binational migrant students who travel between the U.S. and Mexico.

Inter-Instrastate Coordination

Section 1304(b)(3) requires State Education Agencies (SEA)s to use Migrant Education Program funds to promote interstate and intrastate coordination of services to migrant children.  This effort must include, but is not limited to, providing educational continuity through the timely transfer of pertinent school records, including health information. Interstate and intrastate coordination helps reduce the effects of educational disruption that migrant children incur as a result of repeated moves.

Interstate coordination refers to collaborative activities undertaken by two or more States to improve the education of migrant children in those States.  Ideally, this term refers to the collaborative activities that two or more States assume to improve the education of migrant children who move between those States. 

Intrastate coordination refers to efforts involving two or more local operating agencies within a State to improve educational services to migrant children in that State.  The SEA may facilitate these efforts among local operating agencies or the local operating agencies may conduct them directly.

Innovative Educational Technologies (InET)

LEARN-2-Succeed

LEARN-2-Succeed is a Migrant Education Program Consortium Incentive Grant with funding from the U.S. Department of Education, Office of Migrant Education. Sixteen states participate in the LEARN Consortium including Arkansas, Colorado, Hawaii, Louisiana, Minnesota, Nevada, New Hampshire, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Utah (Lead State), Vermont, and Virginia. The focus of the consortium is to provide teachers with tools for quickly assessing and providing supplemental research-based literacy lessons to students in grades K-12 to improve their foundational literacy skills. Lessons address reading, writing, and study skills and are designed specifically for highly mobile students who are often English language learners.

Mathematics Achievement and Success Through Engagement in Resources for Migrant Students (MASTERS)

MASTERS (Mathematics Achievement and Success Through Engagement in Resources for Migrant Students) is a Migrant Education Program Consortium Incentive Grant designed in response to substantial needs identified in migrant students in the lead state of Texas and the consortium receiving states of Arkansas, Colorado, Illinois, Missouri, Montana, New York, Washington, and Wisconsin (plus Nebraska participating as a partner state not competing for CIG funds). The goal of MASTERS is to provide services designed (based on review of scientifically based research) to improve the mathematics proficiency of migratory children whose education is interrupted.

Identification and Recruitment (ID&R)

Finding and enrolling eligible migrant children is a cornerstone of the Nebraska Migrant Education Program (MEP) and its importance cannot be overemphasized. The Nebraska MEP is responsible for the proper and timely identification and recruitment of all eligible migrant children and youth in the State. This includes securing pertinent information to document the basis of a child’s eligibility. Ultimately, it is the state’s responsibility to implement procedures to ensure that migrant children and youth are both identified and determined to be eligible for the MEP.

Nebraska’s Identification and Recruitment (ID&R) Plan for the State indicates improvements made by the State in staff development and reorganization of the State recruiting plan. The recruitment plan takes into consideration the changing federal non-regulatory guidance, shifting migrant populations, and changing service needs.

Child Eligibility

  1. According to the regulations, a child is a “migratory child” and is eligible for MEP services if all the following conditions are met:
  2. The child is not older than 21 years of age; and
  3. The child is entitled to a free public education (through grade 12) under State law or who are below the age of compulsory school attendance; and
  4. The child is a migratory agricultural worker or a migratory fisher, or the child has a parent, spouse, or guardian who is a migratory agricultural worker or a migratory fisher; and
  5. The child moved within the preceding 36 months in order to seek or obtain qualifying work, or to accompany or join the migratory agricultural worker or migratory fisher identified in paragraph 3, above, in order to seek or obtain qualifying work; and
  6. With regard to the move identified in paragraph 4, above, the child:
    1. Has moved from one school district to another; or
    2. In a State that is comprised of a single school district, has moved from one administrative area to another within such district; or
    3. Resides in a school district of more than 15,000 square miles and migrates a distance of 20 miles or more to a temporary residence to engage in or to accompany or join a parent, spouse, or guardian who engages in a fishing activity.  (This provision currently applies only to Alaska.)

“Agricultural work” is:

    1. the production or initial processing of crops, dairy products, poultry, or livestock; as well as

      the cultivation or harvesting of trees.

      The Department considers agricultural production to mean work on farms, ranches, dairies, orchards, nurseries, and greenhouses engaged in the growing and harvesting of crops, plants, or vines and the keeping, grazing, or feeding of livestock or livestock products for sale.  The term also includes, among other things, the production of bulbs, flower seeds, vegetable seeds, and specialty operations such as sod farms, mushroom cellars, and cranberry bogs.

MIS2000 Database Management System

Section 1304(b)(3) requires SEAs to promote interstate and intrastate coordination by providing for educational continuity through the timely transfer of pertinent school records (including health information) when children move from one school to another, whether or not the move occurs during the regular school year. The Nebraska Migrant Education Program (MEP) uses MIS2000 to record this information.

MIS2000 is a solution for the information needs of states serving migrant children. MIS2000 provides for the storage, retrieval and reporting of student information. Records are electronically transferred without a dependency on a national database. The installation process establishes a state database which is served by multiple sub-state installation sites with region, county, or district levels. Each sub state site communicates directly with the state system. States using MIS2000 can easily transfer student information from state to state. The Nebraska MEP promotes interstate and intrastate coordination through the continuity of records.

Comprehensive Needs Assessment (CNA)

The primary purpose of the Comprehensive Needs Assessment (CNA) is to guide the overall design of the Migrant Education Program (MEP) on a statewide basis. The CNA helps state education agencies (SEAs) and local operating agencies (LOAs)/local educational agencies (LEAs) prioritize the needs of migrant children by determining the specific services that will help migrant children achieve the State’s measurable outcomes and performance targets.
