Data Cadre

The Data Cadre is a collaborative professional development effort between The Nebraska Department of Education and the Educational Service Units Coordinating Council. Goal 2 of the SLDS grant provides a statewide system of professional development training for data analysis that reaches every district.  NDE and the ESUs are working together toward this goal.

 

General Information

The focus of the professional development is in the methods, procedures, and best practices in the use and analysis of data to inform and improve instructional practices in Nebraska Schools.

The Data Literacies are the guiding framework for the statewide professional development initiative.

Nebraska Statewide Longitudinal Data System (SLDS)

Statewide Longitudinal Data System (SLDS)

The Nebraska Statewide Longitudinal Data System allows Nebraska to continue efforts to provide schools and districts with necessary data to inform instruction and ensure every student receives the most appropriate education possible.

 

General Information

  • The Nebraska Department of Education (NDE) began development of a student- and staff-level data warehouse known as the Nebraska Student and Staff Record System (NSSRS) in 2004

  • The NDE has reported aggregate data to the federal government since the 1970s

  • The Common Core Standards do not contain requirements related to data collection or data reporting. The Common Core Standards have no impact on data collection or reporting in Nebraska

  • The NDE collects a variety of information on Nebraska students, including such things as name, date of birth, race/ethnicity, gender, special education, performance on state assessments, status related to English language proficiency, students who qualify for free/reduced price meals, grades, credits, enrollment dates, school and district

  • The NDE does not collect information on political affiliations or beliefs, sexual behavior or attitudes, religious practices, psychological or behavioral testing, DNA, student address or e-mail, or income of the student or family

  • Required data reports are only provided in the aggregate, meaning only state, district, school and grade-level data is provided, not student level data

  • NDE uses industry standards for the collection, transfer, storage and reporting of data. All data are stored in secure, encrypted databases. NDE’s Data Governance Plan includes policies and procedures that meet industry standard requirements for the security and protection of student-level data. The NDE Research and Review Board reviews all research requests and approves only those requests that are appropriate and meet the requirements identified in NDE Administrative Memorandum #711

  • NDE received a federal SLDS grant in 2007 to enhance the N-SLED through: incorporation of Special Education and Curriculum segments, implement the Data Quality Curriculum, create an electronic transcript facility, install a decision support system, and supplement existing training with the addition of staff at Educational Service Units

  • NDE received a federal SLDS grant in 2012 to enhance the N-SLED through: the development and implementation of a data analysis tool for districts that uses multiple local and state data sources to produce reports for local decision-makers, providing a statewide system of professional development training for data analysis to reach every district, building a research and evaluation operation in NDE, and expanding and enhancing the N-SLDS for sustainability

Redesigning Data Systems

Education Data Systems Study – LR 264

The One Hundred Third Legislature passed Legislative Resolution 264 whose purpose is stated as follows:

The purpose of this resolution is to examine the education data system. The study shall include an assessment of the adequacy of the current data system maintained by the State Department of Education to provide timely access to relevant and accurate data to meet various needs, including information for teachers in public schools about student achievement in their classrooms, objective research regarding educational practices, data for policy formation and review, and accountability to the public regarding the performance of the public schools.

The study contained in this document was developed in response to LR 264 to include, but not be limited to, the following topics:

1. The costs of the data system;
2. Legislative access and public access to the department’s data system;
3. The role and inter-relationships between the Nebraska Student and Staff Record System, the Consolidated Data System, the State of the Schools Report, and the Statewide Longitudinal Data System as developed pursuant to federal grant funding;
4. Timeliness and access to financial information related to school spending, budgets, taxes, and state aid;
5. Adequacy of school staff data in the Nebraska Student and Staff Record System in relation to teacher and classified staff qualifications, assignments, degree level, college credits, and experience; and
6. Any other issue related to the education data system that the study committee deems important.

The Commissioner of Education, Dr. Matt Blomstedt, further directed that, based upon the assessment of the current data system, the study make specific recommendations and propose a high-level one, three and five year plan to improve, upgrade, and modernize the Nebraska Education Data System to meet the needs of Nebraska’s public education system.

The study of Nebraska education data systems gathered information on three types of systems (Teaching and Learning, Administrative, and Back Office) as well as the cost and effort associated with data and accountability submissions. Superintendents and technology educators were invited to participate in a survey of system availability and importance. The Nebraska Council of School Administrators (NCSA) recommended district leaders to participate in virtual focus groups on each system type. The NCSA also recommended district financial personnel to participate in individual interviews detailing the cost associated with education systems and data submission in their districts. Specific briefings and interviews were held with NCSA, the Nebraska State Education Association (NSEA), the Education Service Unit Coordinating Council (ESUCC), and Nebraska Department of Education (NDE) leaders. Over 200 education leaders in Nebraska participated in the study.

P-20 Data System

LB 1071 (2010) required the Department of Education, University system, State Colleges, and Community Colleges to enter into a Memorandum of Understanding (MOU) to share data and establishes the NE P-20 Data Governance Council.  The overall governance structure consists of the Data Governance Council, Management Team, Technical Group, and the Research Review Board.  The primary purpose of the Technical Group is to ensure the infrastructure is operating to collect and store data and maintain the warehouse.  The P-20 Technical Group consists of a Program Data Owner and a Data Technical person from each agency contributing data to the NE P-20 system.  This website is a collection of resources and communication regarding postsecondary data collection.
