Title I-A Public and Nonpublic Equitable Share Calculation

Contact:  Diane Stuehmer (402-471-1740 or diane.stuehmer@nebraska.gov) or the Title I-A Consultant for your District.

The 2017-18 Title I-A allocations are available on the NDE Federal Programs webpage.  It has come to our attention that the amounts listed for nonpublic equitable services amounts may not be accurate.  In order to help you calculate the amount to reserve for nonpublic equitable services, a spreadsheet has been posted on the NDE Federal Programs page (https://www.education.ne.gov/federalprograms/Index.html) beneath the header “Allocations 2017-18.”  If you enter the number of low-income students for public and nonpublic schools, and the district’s posted “Total Available Funds” into the spreadsheet, it should calculate the nonpublic equitable services share and the public school share of the total allocation.

Keep in mind that these amounts may vary if the district is setting aside funds.  On previous years applications, these were listed on Targeting Step 4.  We recommend that the Public District contact the participating Nonpublic schools with a more accurate amount for equitable services for the 2017-18 school year.

Title I-A Required Set-Aside

Contact:  Diane Stuehmer (402-471-1740 or diane.stuehmer@nebraska.gov) or the Title I-A Consultant for your District.

The Every Student Succeeds Act (ESSA) requires that every district set-aside an amount to assist homeless children and youths.  If a district receives a McKinney-Vento grant, a required match from Title I-A funds continues.  For districts not receiving a McKinney-Vento grant, a minimum amount of $100 must be set aside for this purpose.

Contact Diane Stuehmer (diane.stuehmer@nebraska.gov or 402-471-1740) or Beth Wooster (beth.wooster@nebraska.gov or 402-471-2452)

Last week NDE was notified that allocations for Title I and Title II-A for 2017-18 have been reduced.  The reduction applies to the funds normally received on October 1.  The reduction is due to the FY2018 continuing resolution that is in effect from October 1, 2017 through December 8, 2017.  The U.S. Department of Education is revising FY2017 allocations to reflect the reduction.  Because of this, NDE will delay the opening of the 2017-18 ESSA Consolidated Application until mid-October.

When the application becomes available, notification will be posted in the NDE Bulletin, on the NDE Grants Management System (GMS) website, and information will be emailed to District Superintendents and ESU Administrators.

Activities that are a continuation from the previous school year (e.g. paying the salary of a Title I teacher), will continue to be allowed prior to the approval of the 2017-18 ESSA Consolidated Application.  New activities encumbered prior to the approval of the application will not be reimbursed without prior approval from NDE.
