New Validation Error (Warning) #583 – Added to the NSSRS Validation

The NSSRS Validation website is available through the NDE Portal under the Student & Staff (NSSRS) tab.

Error #583: Title: Residence Status Open Enrollment Code Error.
Description:  These students can no longer be coded as Open Enrollment Option students (previously Learning Community Open Enrollment) because they changed schools since 2016-2017.
If the student is now a resident of this district, their residence status code should be 0 (Not applicable).  If the student is not a resident of this district their parents must complete the enrollment option application and follow those procedures.  If approved, the student’s residence status code should be 6 (Optioning In from another Nebraska public school district).

District ed-fi ADVISER Parallel Year

Welcome to the 17-18 NSSRS/ADVISER parallel year.  NSSRS will still be the required method of data submissions this year.  However, all districts will now have the opportunity to submit and review their data through their Student Information System via the ed-fi plug in.  Below is some most know information.

This is a public site available to all districts.  This site will provide calendar information on meetings and ed-fi workdays, SIS vendor instructions as they relate to ed-fi setup and ADVISER dashboard demos and training.  This is also a place for districts to collaborate and share.  Please check it out.

District ADVISER webinar meetings 
NDE will hold Monthly District ADVISER Webinar Meetings.  This will be a time for districts to share what is working and any issues and NDE to communicate to the districts collectively.  The first meeting will be Sept 20 at 10:00 am.  The connection information for the first meeting is below.

ed-fi Workdays
Several ed-fi workdays have been scheduled at ESU’s all across Nebraska.  Agendas will vary from ESU to ESU.  The primary focus of these work days will be to insure you are publishing data, work with districts on publishing errors and then review/compare NSSRS and ADVISER data.  Please contact your ESU or check the calendar for the ADVISER google site for dates.

High Ability Learners (HAL) – NDE Portal Collection

High Ability Learners (HAL) 17-18 Applications for Base Only and Base and Matching Funds AND 16-17 Budget and Year-End Reports.  New Addition:  the most resent school HAL plan will be uploaded to the 2017-2018 Contact Information page.  HAL is due no later than 11:59 PM, August 31 with an audit window close date of September 15.  HAL is an online submission under the Data Collection tab in the NDE Portal. The collection will close at that time and only those reports entered will be considered for HAL grants.

2017-2018 Staff Reporting – DUE DATE:  September 15

The 2017-2018 Staff Reporting collection opened Monday, August 8.  State statute requires Public Districts and NonPublic Systems to submit a Fall Personnel Report by September 15.  The NSSRS Staff Reporting data collection is located under the “Student & Staff (NSSRS)” tab in the portal.  Special Purpose Schools (State Operated), Education Service Units and Interim Programs (Rule 18) should report during this timeframe as well.  Options for submission are online entry and upload.  Staff Reporting Instructions are available Staff Instruction Manual 2017-2018.  Appendix A in the Staff Reporting Instructions details the changes that were made since 2016-2017.

When completing the Staff Reporting 2017-2018, double check to make sure the email addresses are correct for each staff member that is required to have one.  If a correction is made to the email address that NDE had in Staff Reporting, have the staff member log into their portal account under the “My Profile” tab and verify if their email address is correct, or have them update it.  NDE uses the email addresses from Staff Reporting and the Portal for communications so keeping them current is very important.

SPED IDEA Consolidated Application (GMS) – CLOSES: September 15

Rule 10 Assurance Statement 
DUE DATE: November 1

All accredited school systems (public and non-public) are required to complete a Rule 10 Assurance Statement annually.  The Assurance Statement must be completed to reflect compliance or indicate areas of noncompliance as your school system starts the 2017-2018 school year.

The Assurance Statement for public school districts is web-based and has been made available on the NDE Portal under the “Data Collections” tab beginning September 5.  An activation code is required to add the collection to the NDE Portal account.  The Assurance Statement for non-public schools will continue to be included in the Fall Mailing and has already been sent out.  Please review these FAQ and instruction documents regarding completion of the web-based Rule 10 Assurance Statement through the Portal.

Natural Disasters and the McKinney-Vento Homeless Act

Most children and youth who are displaced by disasters are likely to be eligible for the protections and services of the McKinney-Vento Act.  In cases of widespread disasters, such as Hurricane Harvey, it may not be possible to obtain records from previous schools.  These students must be enrolled immediately.  Speak with parents and youth directly to help determine appropriate class placement.  These students are immediately eligible for free school meals.

The ESSA Consolidated application for 2017-18 is scheduled to open during the last week in September.  Grants included in this application include Title I-A, Title I-D, Title II-A, Title III-EL, Title III-IE, and Title IV-A (only for competitive grant recipients who will be notified by NDE).  Superintendents will be notified via email when the grant becomes available and updated information will be provided in the NDE Bulletin.

Title I Accountability Application

For the 2017-18 school year, the Needs Improvement status is frozen for the second year (based on data from the 2013-14 school year).  Grants are being awarded to schools identified as being in Needs Improvement Year 2 or more.  Schools identified as being in Year 1 of Needs Improvement will NOT be receiving a grant in 2017-18.  The Accountability application is tentatively scheduled to open the last week of September.  Districts needing to complete the Title I Accountability application will be notified and information will be provided in the NDE Bulletin.

Reminder:  Many Districts that received funds during the 2015-16 and 2016-17 school years have unclaimed Accountability funds.  PLEASE make sure these funds are being spent in a timely manner based on the approved application(s).  Funds for 2015-16 must be encumbered by September 30 and closed out by November 15.

Exempt (Home) Schools (Rule 13) – 2017-2018 School Year

Resident public schools will now be able to access certain information on an exempt school via the Portal, including families whose filing has been processed and those who have filed, but are pending NDE review or pending further information from the parent(s).  [This will replace the reports that were emailed to superintendents in past school years.]  Please advise your staff to first check this report before contacting parents or checking with NDE on filing status. Further information will be provided via email to the superintendents at the time the report is opened in the Portal.  The “Exempt Schools – School District Report” can be found under the Data Collections tab in the NDE Portal.  An NDE Portal account with appropriate activation code is required.

2017-2018 Parallel Year for Reporting Data to NSSRS and ADVISER

With the new school year 2017-2018 beginning and this year being a parallel year for reporting data to NSSRS and ADVISER, we would like to remind our districts of the appropriate Helpdesk to contact for each system to ensure your questions are answered in a timely matter.

NSSRS Data Manager:  “Notice of Data Redisclosure” – OPEN:  August 17

As last year, prior to submitting 2017-2018 data, a district’s NSSRS Data Manager “District Approve” user must indicate understanding of data re-disclosure requirements, which require NDE to make data submitted available to Nebraska postsecondary institutions (Neb. Rev. Stat. Section 79-776), and to other districts where a student intends to enroll.  This “splash screen” is the notification required under the Family Educational Rights and Privacy Act (FERPA).  FERPA requires advance notification and development of the new P-16 data system continues.

The “District Approver” (district administrator) user indicates understanding by clicking the “I Understand” button prior to any submissions.  Other users of NSSRS Data Manager will only be presented with the option to click the “Close this Window” button.  All users will be presented with a notice of data redisclosure the first time logging into NSSRS Data Manager each day and must click the “I Understand” button in order to gain access to this system.

NDE Student Unique Identifier – It’s That Time Again to Update

All students in Pre-Kindergarten – Grade 12 (Public, NonPublic and Special Purpose Schools) and Postsecondary students (Nebraska Community Colleges, State Colleges and University of Nebraska students) need to be updated each year with current school information. Prior to submitting the Student template for the first time for 2017-2018 school year, ALL new and returning students should have their Unique Identifier (State ID’s) assigned/updated.  On all returning students, any information that has changed (grade level, school building and school year) needs to be updated in the Student Unique Identifier Collection.
