2017-18 Every Student Succeeds Act (ESSA) Consolidated Application

Tentative opening date for the 2017-18 ESSA Consolidated Application is November 1, 2017. 

Allocations for grants included in the application are available on the NDE Federal Programs website (https://www.education.ne.gov/federalprograms/allocations/).

District Goals and Needs included in the application are intended to support AQuESTT (Accountability for a Quality Education System, Today and Tomorrow).  To help Districts prepare for completing the application, items included in the District Goals and Needs Section of the application are listed below. 

  1. Identify goal(s) for meeting positive partnerships, relationships, and student success.
  2. Identify goal(s) for meeting transition for students.
  3. Identify the goal(s) for meeting educational opportunities and access.
  4. Identify the goal(s) for meeting college and career readiness.
  5. Identify the goal(s) for meeting assessment needs.
  6. Identify the goal(s) for meeting educator effectiveness.  Describe how the district plans to implement making improvements in educator effectiveness and, if applicable, in the equitable distribution of qualified teachers for all students, particularly students who are most in need.
  7. Identify the goal(s) for meeting student academic needs based on sources of data.
  8. Response required if Title II-A funds are being used for professional development activities.  Identify the goal(s) for meeting the ESSA requirement of providing ongoing high-quality evidence-based professional development.  Describe how staff are included in the conversation to provide input and gain an understanding of the plan for professional development. 

SPED Proportionate Share Worksheet for Non-Public Schools – 2018-2019

All school districts (including districts that do NOT have approved/accredited non-public schools or exempt home schools located within the district‘s jurisdiction) are required by the Individuals with Disabilities Education Act (IDEA) to complete and submit the 2018-2019 IDEA Proportionate Share application. This collection is found under the “Data Collection” tab in the portal. This collection is based on the October 1, 2017 child count of eligible children with disabilities (ages 3-21) and represents the amount of IDEA funds that must be expended for eligible parentally placed children with disabilities in an accredited/approved nonpublic school or an exempt home school within the school district boundaries.

  ACT Statewide Assessment – Student Results

Student-level results from the 2017 ACT Statewide Assessment of the 2018 Graduation Cohort are now available on the NSSRS Validation website. To access this information, once logged onto the website, change your year to the 2017-06-30 school year, click on the “Data Downloads” menu item, then select “ACT Data”.  You will find two links in the top half of the page.  Once link will provide a PDF document describing the layout of the student-level data file, as well as additional information that will help you interpret the file. The second link provides you with a comma-separated values (csv) file containing all students that were considered to be in the 2018 Graduation Cohort at your district during the testing window. Districts who believe that a student has been assigned to the wrong school, or who wish to dispute a Reason Not Tested code of a student, should contact the Statewide Assessment office.  Any disputes must be submitted no later than November 8, 2017.


  NeSA Assessment – Student Results

Data from the 2017 NeSA Assessment were made available in the Accountability Count Verification portion of the NSSRS Validation website on October 16, 2017. Districts should now be reviewing this information. To access, once logged onto the website, change your year to the 2017-06-30 school year, click on the “System Lookups” menu item, then select “Accountability Count Verification”.  Please contact the Statewide Assessment office if you have any questions or concerns with this data.

Consolidated Data Collection (CDC) – multiple collections open

After Validation errors/warnings are resolved and Verification Reports have been reviewed for accuracy, the collection approval should be done.

Log onto the NDE Portal, Select NSSRS Data Manager.

Navigate to the “Data Submission” tab, select “Data Approval”

Choose the school year and collection for the window needing approval, click the “Approve” button for the windows noted above.

DUE DATE – The date by when required data must be submitted. This includes:

CDC – Collections need to be submitted and approved.

NSSRS – All required templates must be submitted during the collection window and errors resolved as much as possible.

AUDIT WINDOW – The Audit Window allows District and NDE staff to review the submitted data and make necessary adjustments. Districts must ensure final approval occurs during the Audit Window.

AUDIT WINDOW CLOSE DATE—close date of the audit window. All changes and final approvals required by this date. This includes:

CDC – Collections must be approved locally on or before the Audit Window Close Date.

NSSRS – Collections must be approved locally on or before the Audit Window Close Date.

Please note: After the Audit Window Close Date all data becomes available for official reports and calculations.

If changes desired are AFTER the Audit Window Close Date a requests to change data is required through the “Request to Submit Data Late or Make Data Changes” available within the Consolidated Data Collection.



Changes to the Cohort Calculation for 2018 cohort.

A memo went out last week to the Superintendents outlining the changes to the 2018 cohort.  In the past both the 210 and 211 were included in the numerator of the calculation, now only the 210 will be included.  In the memo, are resources related to this change you can review.  Some clarifications related to coding students with a 210, 211 or 212:

  • A special education student that meets the same requirements as the all other students in the district may be reported as a 210 (Completer: Graduated with a Regular or Advanced Diploma).
  • A special education student that completes their IEP, but does not meet the same graduation requirements as all other students required by the district should be coded as a 211 or 212.

There will be additional changes in 2018-2019 for the 2019 cohort but those changes are still under consideration and are related to the January 2017 Every Student Succeeds Act (ESSA) High School Graduation Rate Non-Regulatory Guidance.

2017-2018 NSSRS Calendar Updated

The 2017-2018 NSSRS Calendar has been updated to reflect the dates when the Assessment rosters will be pulled for forwarding to the appropriate Assessment vendor.  The following table summarizes the dates that data will need to be updated in NSSRS for Assessment rosters.  This table has also been included in the updated calendar.

October Special Education SnapshotAUDIT WINDOW CLOSE DATE:  October 31

This point in time collection includes only students with verified disabilities on an Individualized Education Plan (IEP) or Individualized Family Service Plan (IFSP) as of October 1, 2017 and any student who exited special education between July 1, 2017 and October 1, 2017.  The value of Snapshot Date [Special Education Snapshot: Snapshot Date (35)] is to be “2017-10-1”.  The October Special Education Snapshot is accepted during the NSSRS Fall Collection and Fall Audit windows.

This will be the source for the Individuals with Disabilities Education Act (IDEA) Annual Child Count.


Special Education Indicator 12 DataDUE DATE:  October 31

The number of children transitioning from Part C Early Intervention, for whom parent refusal to provide consent caused delays in evaluation or initial services for Part B Early Childhood Special Education.  Time period is July 1, 2016-June 30, 2017.

Data Submission:

Each district will receive an email with a link to submit district data to the Office of Special Education.  This email was sent the last week of September from Nicole Leafty but please direct any questions to Robyn Gonzales.


Rule 10 Assurance StatementDUE DATE: November 1

All accredited school systems (public and non-public) are required to complete a Rule 10 Assurance Statement annually.  The Assurance Statement must be completed to reflect compliance or indicate areas of noncompliance as your school system starts the 2017-2018 school year.

The Assurance Statement for public school districts is web-based and has been made available on the NDE Portal under the “Data Collections” tab beginning September 5.  An activation code is required to add the collection to the NDE Portal account.  The Assurance Statement for non-public schools will continue to be included in the Fall Mailing and has already been sent out.  Please review these FAQ and instruction documents regarding completion of the web-based Rule 10 Assurance Statement through the Portal.


Teacher Vacancy Survey – 2017-2018 – NDE Portal Collection

The Nebraska Teacher Vacancy Survey (TVS) has been re-opened on the NDE Portal.  We apologize for any inconvenience to those who accessed the system the last couple of weeks.

The annual Teacher Vacancy Survey collects statewide teacher vacancy information which is used to determine teacher shortage areas.  This information is used to qualify content areas eligible for a number of state and federal teacher loan forgiveness opportunities and to inform research regarding teacher supply and shortage initiatives.  Public districts, Nonpublic systems and Educational Service Units will find the Teacher Vacancy Survey – 2017-2018 in the ONLINE list in the NDE Portal under the Data Collections Tab.  An activation code is required.  Check with your District Administrator to acquire the code.


2017-18 Title I-A Accountability ApplicationDUE DATE:  November 30

The 2017-18 Title I-A Accountability Application is now open.  Due Date is November 30.  For the 2017-18 school year Needs Improvement ratings are frozen for a second year (based on data from the 2014-15 school year).  Requirements from NCLB remain in effect for this grant only.  Only schools identified as being in improvement in Year 2 or more will receive funding for the 2017-18 school year.  When completing the application, keep in mind that these funds must be used to go above and beyond what was previously being done to address the area(s) of need.


ELPA21 TESTING LABELS UPLOAD for K-1 ONLY (Due November 15 at 5:00p.m.)

ELPA21 Kindergarten and 1st grade (K-1) student testing labels data upload will be on November 15.  Ensure student data is up-to-date by November 15.  All K-1 English Learners (ELs) must be identified on NSSRS Field 95 by this date.  Students who have met the state’s exit criteria (See Rule 15) and are no longer EL, should be identified on Field 113 as redesignated English fluent (these students will not test on the ELPA21.)

Note:  The upload for EL student data in grades 2-12 will occur on January 11, 2018.  This is a change from previous years.


District Technology Plan on Hold

The District Technology Plan data collection in the CDC is currently under revision to align to new digital learning practices and technologies available in schools and the Future Ready Schools framework.  Coming soon will be a new survey-based inquiry that is more streamlined, supports current status and information, and identifies priority services and supports needed by Nebraska schools.  For districts that have already completed the “Tech Plan” the information will be used to support the updated collection.

More specific details will be available in November, 2017.
