ADVISER Person ID Guide and Template Updates for 2021-2022

An updated guide for the ADVISER Person ID system is now available on the ADVISER Resources website, and students are now able to be submitted under the 2021-2022 school year.

The updated guide includes the updates to the ADVISER Person ID system that are scheduled to become available on July 1, 2021. These updates include dropping support for the “legacy” format file template in favor of the existing ADVISER Person ID format, as well as introducing fields to optionally collect preferred first and last names for students.

Renewal and Acceleration with Data Virtual Webinar – July 14 – 930am-1130am CDT

In lieu of our traditional in-person Data Conference held annually in Kearney, we have transitioned this event into a series of shorter, informational webinars catering to the needs of Nebraska school districts/systems at thoughtfully determined points throughout the year.

Additionally, the new monthly webinar series will be taking the place of the ADVISER District Meetings which had occurred at 10am on the 2nd Wednesday of each month. Part of each webinar will be dedicated to ADVISER status updates, so any district users who attended the old meeting are encouraged to sign up for the webinars instead.

Next week will be our 1st monthly webinar as a follow up to the May Conference launch. Topics include:

  • ADVISER Monthly Update & Feedback
  • School Finance Update
  • New District Administrators/Portal Management
  • FERPA

Public School Districts, Nonpublic Systems and Special Purpose Schools

School systems that do not meet the instructional hours requirements are required to submit the official Affidavit for 2020-2021 electronically in PDF form to the NDE after the district/system school year calendar concludes. School systems will submit completed and notarized affidavits no later than June 30, 2021.

Public School Districts and ESUs

REMINDER:  NSSRS Staffing Information deadline to make changes is June 30.  It is extremely important that Special Education Staffing Information be accurate for SPEDFRS reporting and reimbursement.

2019-2020 SPEDFRS is available to see the NDE staffing adjustments resulting from inappropriate NSSRS SPI Code.  Corrections to NSSRS for the current 2020-2021 year may be needed to ensure reimbursement for 2020-2021.

Below are the SPED (SPI) Indicators that must be used to be considered for reimbursement. Instructional Staff without the appropriate indicators will not save or upload into SPEDFRS for 2020-2021. 

SPED “SPI Code” and “Position Assignment” – Required for Professional Staff – must be correctly coded in Staff Reporting to be eligible for reimbursement.  Deadline to submit Staff Reporting Data for the current school year is June 15, audit window – June 30.

  • “S” SPED School Age -State/Local Funds – (Report in SPEDFRS only)
  • “I” SPED School Age Federal-IDEA, (Report in IDEA and SPEDFRS)
  • “7” SPED Early Childhood Federal-IDEA/State/Local (Report in IDEA and SPEDFRS)

 “Position assignments” for Supervision of Special Education should be coded as:

  • 1110 Program Supervision, using the above SPI Codes
  • 2323 Special Education Administrator/Director, using the above SPI Codes
  • 2325 Supervisor/Director, using the above SPI Codes
  • 2327 Coordinator, using the above SPI Codes
  • 2329 Assistant Administrator, using the above SPI Codes

These codes will be applied to the 8% for Supervision costs and allows for clerical reimbursement costs. 

If a SPED staff is split coded in Staff Reporting, separate entries are required in SPEDFRS with the appropriate SPED SPI Codes mentioned above.  Cannot be a “0” General Education (see exception below). 

 An exception for Rule 51- Section 011.02C2 – regarding reimbursement of administrator(s) “…superintendent, assistant superintendent, principal and assistant principal…” is made for SPI Code “0” and Position Assignment for “ Superintendent or Principal” and requires prior approval to be considered for reimbursement – see guidance: Clarification of Rule 51 – Section 011.02C2 – Administrator(s) – Split Funding. (Requires prior NDE Approval)

Staff Reporting 2020-2021 data was due June 15. The Audit Window is now open through June 30. Please review the NSSRS Validation collection to ensure verification reports for Staff data are accurate and fix any errors which may be listed. The Audit Window closes at midnight on June 30. After this time, no changes are allowed to 2020-2021 Staff Reporting data.

Special Education Part B and C Exiting Data

Public Schools Districts, Special Purpose Schools and ESU’s

Special Education Part B and Part C Exiting Due June 15:

Part B and Part C children exiting Special Education/Early Intervention must be updated in the district student information system and reflected in ADVISER by June 15.  If children are exiting the district, both the enrollment and special education records must reflect an exit code that is relevant to the program the child is enrolled in.  Please reference the ADVISER Data Elements guidance found at the following link: https://www.education.ne.gov/dataservices/adviser-resources/#1533221816265-b51e789f-abfc

2021-2022 Staff Reporting Guidance Now Available

The 2021-2022 Staff Reporting guidance document is now available at the Staff Reporting Resources page: https://www.education.ne.gov/dataservices/staff/.

All changes can be found in Appendix A: Change Summary. Most notable updates include: removal of Staff Position Assignment Codes 7-5160, I-5160, S-5160 and Position Assignment Code 5161 – Non-Instructional Paraprofessional.

Nebraska VR's Supported Employment

Nebraska Vocational Rehabilitation (VR) requests proposals to develop a rate setting methodology to determine actual costs of providing supported employment services. This includes a comprehensive review of supported employment activities currently provided, a review of industry standards, collection of provider costs and analysis, rate recommendations for planned service changes, and projected fiscal impact to the agency.
