Renewal and Acceleration with Data – Virtual Webinar – May 11 – 930am-1100am CST

In lieu of our traditional in-person Data Conference held annually in Kearney, we have transitioned this event into a series of shorter, informational webinars catering to the needs of Nebraska school districts/systems at thoughtfully determined points throughout the year. Additionally, the new monthly webinar series will be taking the place of the ADVISER District Meetings which had occurred at 10am on the 2nd Wednesday of each month. Part of each webinar will be dedicated to ADVISER status updates, so any district users who attended the old meeting are encouraged to sign up for the webinars instead.

In May, the schedule is:

North Platte Public Schools Student Presentation

Students from North Platte High School spoke to the board about their successful FFA program and how it has helped them prepare for life after high school.  North Platte developed their FFA chapter just four years ago and has grown tremendously in that short time. The students were the key catalyst to start the program and the key to success to make the program what it is today.

Grant and Contract Approvals

Board members voted to approve several contracts through the NDE on a range of services from parental engagement to career and technical training.

Nebraska VR previously contracted with PTI Nebraska to develop and implement Family Employment Awareness Training (FEAT). FEAT is designed for families, young adults with disabilities and the professionals who support them to inform, supplement and enhance the delivery of Pre-Employment Transition Services. FEAT training also helps increase expectations
for competitive integrated employment of young adults.

Nebraska VR PTI Nebraska

Three Pillars Media, Inc. has been creating and updating the Nebraska virtual career tour videos based on Nebraska businesses and industries for the past nine years. The virtual tour videos are regularly used in classrooms across the state allowing students to explore various Nebraska businesses and industries without having to leave the classroom. These tours are used to help students explore careers, understand more about the economic base of Nebraska’s economy, and breakdown stereotypes that students may have about certain industries.

Three Pillars Media

Nurturing Healthy Behaviors/Rooted in Relationships is a program designed to work with early childhood planning groups in local communities to support early childhood social-emotional learning in community-based programs.

Nurturing Healthy Behaviors/Rooted in Relationships

T.E.A.C.H. Early Childhood Nebraska is a scholarship program for low-income professionals working in early childhood education and care programs who want to continue their education. Nebraska TEACH scholars work to complete associate degrees in early childhood education and eventually may complete a bachelor’s degree and obtain a Nebraska teaching certificate with an Early Childhood Inclusive endorsement.

T.E.A.C.H. Nebraska

The purpose of the Early Childhood Education Grant Program is to improve equity of access to early childhood education/prekindergarten programs. Children of diverse characteristics will be served in inclusive environments and will be better prepared to enter school and be successful.

Preschool Through Grade Two Support Grants

Board members approved up to $1,560,000 in grants to ESUs to fund early childhood professional development specialists who will work directly with early childhood staff (teaching in preschool through second grade). The funds will improve early childhood growth and learning, transition practices, and implement appropriate whole child assessment.

The Commissioner was authorized to contract with the Nebraska Children and Families Foundation through December 2024 to design, implement, support, and evaluate a full-service community schools program focused on rural schools.

 

NSCAS - Not Tested Codes for End of Test Window Coding

Posted Guidelines: 2021-2022 NSCAS Not Tested Codes Guidelines

NDE will verify all NSCAS Not Tested Code (NTC) coding with ADVISER Data.  If the ADVISER data does not support the NTC coding, this will cause data anomalies and will have to be addressed and fixed during the Post-Test Verification windows scheduled over the next 3 months.

New ADVISER Validations Coming Week of April 25

Public School Districts and Special Purpose Schools

NDE will be activating two new “Information” validation codes the week of April 25 relating to the new Exit Withdraw Type codes that had been added to ADVISER in 2021-2022. These validations are being introduced on a trial basis at the lowest “Information” level for the remainder of the 2021-2022 school year, for the purpose of gathering district feedback. NDE is planning on upgrading these validations to the “Error” or “Warning” level in the 2022-2023 school year.

786: Student With an Exit Withdraw Type of 214 “Transfer Out to a Nebraska Special Purpose School” Without a Following Entry Record From a Special Purpose School

Student With an Exit Withdraw Type of 214 “Transfer Out to a Nebraska Special Purpose School” is not subsequently enrolled at any Special Purpose School. Either the student’s exit was reported incorrectly, or the student still needs to be reported by the Special Purpose School.

NDE Websites Outage Rescheduled to April 12

Due to construction at the 501 building downtown, the OCIO is planning some downtime for several databases and websites servers that will be physically moved within the building. This outage is now rescheduled for Tuesday April 12, 2022 (postponed from March 24) for part of the day during working hours. During this outage, many of the websites built by NDE will be inaccessible to both NDE employees and outside users. The list of websites affected by this includes (but is not limited to):

  • The NDE Portal and all applications that are accessed through it for all types of users (ADVISER Validation, Person ID, P-EBT Uploads, etc.)
  • Several public-facing websites such as the Education Directory, the Nebraska Education Profiles (NEP)/NSCAS Special Report, and the NECPRS Early Childhood system
  • Parts of the teacher certification and grant management systems which access staff data directly from NDE

This outage will not affect the ability for public districts to publish data to ADVISER, and will not affect the majority of the public website at https://www.education.ne.gov/. ELPA21 Important Information - Entering Reason Not Tested Codes

The ELPA21 window runs from Monday, February 7th through Friday, March 18, 2022. ALL students identified in TIDE as English Learners must have either a score for each domain test or a Reason Not Tested (RNT) code for each domain test entered.  The window for districts to review their data and enter RNT codes will be available from February 21 through April 7, 2022. Public School Districts, Special Purpose Schools and Nonpublic Systems

The Counselor and Library/Media Specialists Not Endorsed 2021-2022 collection opened November 30, 2021.  This collection can be found in the NDE Portal under the Data Collections tab.  An activation code is required to add the collection to Portal accounts, which can be obtained from the District Administrator.  The collection is designed to identify any guidance counselors or library/media specialists who are not currently endorsed in these areas but are serving in that capacity while enrolled in a program to complete their endorsements.

The site allows districts to annually update the progress being made by the identified individuals toward their completion of either the counselor or library/media specialist endorsement.

NOTE: The option for allowing individuals not properly endorsed to serve in either capacity is described in Rule 10, Section 007.04B Media/Technology Staff and Section 007.05D Guidance Staff.

Reminder: CRDC Due Date now March 11, 2022

Public School  Districts Only

All public districts please note: the federal Civil Rights Data Collection due date has been pushed back from 2/28/2022 to 3/11/2022 due to technical issues with the CRDC submission website.

Reminder – districts are responsible for reviewing, correcting and completing their own data. Any data that NDE provided can be overwritten as necessary, as NDE won’t be entering any additional data on districts’ behalf at this time. Please also be aware that NDE has recently received some reports of errors in our CRDC reports available through the ADVISER Validation website. NDE is correcting these as we hear about them, so it is especially recommended that districts review NDE’s updated reports and compare them against the “DISC-12: School Days Missed Due to Out-of-School Suspension” table and the “HIBS-2: Students Reported as Harassed or Bullied” table in the CRDC website.
