Special Education Indicator Data – Due Date:  October 1

The number of children transitioning from Part C Early Intervention, for whom parent refusal to provide consent caused delays in evaluation or initial services for Part B Early Childhood Special Education.

Data Submission:

  • Data requested must be submitted through the NDE Portal, on the ILCD website.
  • Select ‘Data Entry’ from the Monitoring Menu across the top of the page.
  • On the yellow table, “Part B Indicator 12”, select the reporting year “7/1/2013-6/30/2014”.
  • Enter the appropriate number on line D. Data for lines A-C are imported from NSSRS.

New Staff Reporting Validation Errors

The following validation errors for the 2014-2015 NSSRS Staff Reporting system will be activated today. These errors will run for your district once you have begun filling in your staff for 2014-2015, and they will run for all districts after September 15.

554 Staff Missing Email Address In Staff Reporting - Staff in NSSRS Staff Reporting is missing a valid email address and is assigned in a contracted position that requires it (position codes 1110, 1121, 1125, 1150, 1160, 1161, 1162, 1163, 1164, 1170, 1180, 2320, 2321, 2322, 2323, 2326, 2410, 2415)

555 Teacher Missing Subject Area In Staff Reporting - Staff in NSSRS Staff Reporting is missing a Subject Area Code and is assigned as a teacher (position codes 1150, 1160, 1161, 1162, 1163, 1164, 1170, 1180)

Student Clearinghouse Data Download Files Updated

The National Student Clearinghouse Data Download in the NSSRS Validation website has been modified. The data download files will now include the most up-to-date college data we currently have for your graduates. The files will now also include records for late (5th or 6th year) high school graduates. You may access these files by logging into the Portal and opening NSSRS Validation, then click on Data Downloads in the top menu, then select Student Clearinghouse.

Reporting Summer 2014 Transfer Out Students

The 2014-2015 NSSRS Calendar has been updated to provide additional guidance for School Enrollment submissions during the 2013-2014 Follow-up Collection #1 submission window.  Students who transfer out of the district after the last day of the 2013-2014 school year but before the first day of the 2014-2015 school year can be reported in one of two ways.

1.       Exit them out of the 2013-2014 School Year – Upload School Enrollment record for the 2013-2014 school year during the “2013-2014 Follow-up Collection #1” submission window which is open August 18-October 15, 2014.  This is the preferred option.

Or

2.       Enter them into 2014-2015 Student Template (0 FTE) and exit them in the 2014-2015 School Enrollment Record with enrollment code 201 (Transfer Out) as of the first day of school.  Submit during the “2014-2015 Fall Collection” submission window which is open August 18-October 15, 2014.

Distance Education Incentive Payments

Distance Education Incentive payments will be processed by the Department the week ending September 19 and should be received by school districts on or before Friday, September 26.  Please contact Shane Rhian with any questions about your payment.

2014-2015 Staff ReportingDue:  September 15

The 2014-2015 Staff Reporting collection opened Monday, August 4.  State statute requires Public Districts and NonPublic Systems to submit a Fall Personnel Report by September 15.  The NSSRS Staff Reporting data collection is located under the “Student & Staff (NSSRS)”tab in the portal.  Special Purpose Schools (State Operated), Education Service Units and Interim Programs (Rule 18) should report during this timeframe as well.  Options for submission are online entry and upload.

Two new fields this year:
Electronic Mail Address:  Staff Demographics (Field 27)

               Primary Subject Area:  Staff Demographics (Field 28)

For Primary Subject Area, please refer to the “2014-2015 Course Code & Clearing Endorsement Document” for complete descriptions of courses under each subject area.  This can be found on the NSSRS Resources page under Program-Specific Information at http://www.education.ne.gov/nssrs/Resources.html#Calendar.

Elementary Site Allowance
Districts that are applying for the Elementary Site Allowance.  This form to be completed by a school district with multiple elementary attendance sites.  A qualifying elementary site shall be an elementary attendance site, in a district with multiple elementary attendance sites, which (a) does not have another elementary attendance site within 7 miles in the same school district, or (b) is the only public elementary attendance site located in an incorporated city or village.    Due Date 10/15/2014

AYP District and School Level Verification

It is time to review AYP District and School level data.  There are two ways to do this.  The first is to do the following:
Log into the NDE Portal and select “Data Collections”
Select “State of the Schools Report Card-Preview Site 2013-2014
From the tabs across the top of the page, hover over “Preview Window,” and select “Audit AYP Data”.

Listed below are the steps for auditing/verifying data through the NSSRS Validation:

  • Log into the NDE Portal
  • Select “Students & Staff (NSSRS)”
  • Choose “NSSRS Validation”
  • Change the Year to 2014-06-30
  • Hover over “System Lookups” from the row of tabs on the top of the page
  • Select “Accountability Count Verification”
  • Choose the Subject from the drop-down box
  • Select “AYP Assessment Details” from the drop-down box
  • Click on the “Submit” button
  • From the drop-down box, select the school you want to view.  Leave as “All” if you wish to review district level data for a grade span.
  • In the drop-down box, choose the grade
  • “Submit”
  • The AYP Groups are identified on this page.  Select “Audit” at the end of the row for the AYP Group you want to verify.  Repeat this step to audit the data for other groups of students.

McKinney-Vento Dispute Resolution Process

This is a friendly reminder that due to the McKinney-Vento Act and NDE Rule 19 a District Dispute Resolution Process that follows prescribed guidelines and timelines must be in place.  Check the District’s Dispute Resolution Process to determine if it is in compliance by going to the NDE website, Homeless page and compare the District Dispute Resolution.

NDE Student Unique Identifier – It’s That Time Again to Update

All students in Pre-Kindergarten – Grade 12 (Public, NonPublic and State Operated Systems) and Postsecondary students (Nebraska Community Colleges, State Colleges and University of Nebraska students) need to be updated each year with current school information.  Step-by-Step instructions can be found on our website at the following web address:  http://www.education.ne.gov/nssrs/docs/NSSRS_Steps_Uniqid_v7.pdf.

Prior to submitting the Student template for the first time for 2014-2015 school year, ALL new and returning students should have their Unique Identifier (State ID’s) assigned/updated.  On all returning students, any information that has changed (grade level, school building and school year) needs to be updated in the Student Unique Identifier Collection. 

State of the Schools Report (SOSR) Calendar for 2014
